Becoming an Uber fleet partner in Germany: requirements, steps and earnings

To become an Uber or Bolt fleet partner in Germany you need your own licensed Mietwagen company: the IHK competence exam, a licence for every vehicle under § 49 PBefG, commercially insured cars and drivers with a P-Schein. Then you register the company with both platforms. According to Uber, the licence usually takes 3 to 6 months.

What is an Uber fleet partner?

A fleet partner is a company that runs several vehicles with its own drivers on Uber or Bolt. The platform arranges the trips; the licence, the drivers and the legal responsibility stay with you.

Mietwagen
Germany's private hire category: cars hired "as a whole" for a trip whose purpose, destination and route the customer decides. It is one of the licensed forms of occasional passenger transport. (§ 49(4) PBefG, § 46 PBefG)
Fleet partner
The licensed Mietwagen or taxi company that registers on the platform as a fleet and adds its vehicles and drivers there. The drivers then work for your company, not on their own account.
Your liability
You are also liable for what people working for you do. On 3 June 2026 the Federal Court of Justice (BGH) confirmed that an Uber X operator is liable under § 8(2) of the Unfair Competition Act (UWG) when its subcontractor breaks the Rückkehrpflicht, the rule that a Mietwagen must return to base after each trip. (BGH, I ZR 123/25)

How do I become an Uber fleet partner? 5 steps

The order is fixed: exam and company first, then the licence, then cars and drivers, and the platform last. The authority takes the longest.

In short

Exam → company → Konzession → cars & drivers → sign-up. Expect several months before the first trip; according to Uber, 3 to 6 months for the licence alone.

  1. Pass the IHK competence exam

Professional competence is mandatory for the licence. You prove it by exam or by suitable work experience in a passenger transport company (§ 13 PBefG). Uber lists business basics such as bookkeeping and theory on the taxi and Mietwagen sector as topics.

  2. Set up the company and base

Trade registration or commercial register entry, a real Betriebssitz where orders come in, and enough equity per vehicle (§ 2 PBZugV).

  3. Apply for a licence for every vehicle

The Konzession is issued by your local licensing authority. According to Uber, processing usually takes 3 to 6 months.

  4. Provide vehicles, insurance and drivers

Buy or lease commercially insured cars and hire drivers with a P-Schein. Uber notes that fleet owners usually find drivers via classified ads, Facebook groups or their own network.

  5. Sign up as a fleet with Uber and Bolt

At Uber, according to Uber, a Greenlight team helps with onboarding. At Bolt, according to Bolt, a company account takes two minutes; you add cars and drivers while the account is reviewed.

Becoming a Bolt fleet partner: how is it different from Uber?

At the core, it isn't: both need a licensed company. The differences are in documents and process. The table contains only what the platforms state on their own pages.

How much does an Uber fleet partner earn? Do the maths per car

There is no reliable average. Uber's own page says revenue varies. What you keep comes from a simple chain you should calculate for each vehicle separately.

Result per vehicle = trip revenue − platform commission − driver pay − vehicle costs − share of overheads

Margins are often thin, and one car with long idle times or workshop bills can turn a month. One customer used the software to find a van that was losing a few hundred a month.

The figures on the right are invented and only show the logic. They are not an earnings claim.

One vehicle, one monthExample
Trip revenue (net)
$8,000
Platform commission (fictional 25%)
− $2,000
Driver pay incl. employer costs
− $3,600
Leasing and insurance
− $1,050
Fuel, workshop, cleaning
− $900
Share of base, office, tax adviser
− $250
Result before tax
$200

Fictional values. Your commission, wages and costs will differ.

Uber fleet partner experiences: where it gets hard after launch

Once the cars are on the road the real work starts: two portals, two payout reports, PBefG duties, and deadlines for every car and driver. Flottenpartner brings both platforms into one place.

Payouts and driver pay

Uber and Bolt payouts in one view, net earnings per driver and per car after commission, automatic timesheets and payroll.

Trips per car and driver

Which car earns, which one sits idle? Revenue per vehicle, cost per kilometre and your drivers' real hourly pay.

Rückkehrpflicht monitoring

Trips without a return to base and without a follow-up order show up as alerts, before an inspection or a competitor finds them.

Deadlines and orders

Alerts for vehicle inspection (HU), insurance, Konzession and P-Schein. Forward orders, including from direct customers, to your drivers.

FAQ: becoming a fleet partner

What is an Uber fleet partner?

An Uber fleet partner is a licensed Mietwagen (private hire) or taxi company that runs its own vehicles with employed drivers on the Uber app. Uber arranges the trips; the company holds the licence under the Passenger Transport Act (PBefG) and is responsible for drivers, vehicles and compliance.

How do I become an Uber fleet partner in Germany?

In five steps: pass the IHK competence exam, set up a company with a base in Germany, apply for a licence for each vehicle at your local authority, provide insured vehicles and drivers with a P-Schein, then register with Uber as a fleet owner. According to Uber, licence processing usually takes 3 to 6 months.

What are the requirements for an Uber fleet partner?

By law you need a licence under § 49 PBefG, which requires proof of a safe and capable operation, personal reliability, professional competence and a base in Germany (§ 13 PBefG). According to Uber, each vehicle needs at least two doors on the right side, must be in good condition, commercially insured and licensed.

How much does an Uber fleet partner earn?

There is no fixed figure. Uber itself says revenue varies and costs depend on revenue. Your profit is trip revenue minus platform commission, driver pay, vehicle costs and overheads, and it differs widely from car to car.

How do I become a Bolt fleet partner?

You register your company in Bolt's fleet portal and, according to Bolt, send the licence certificate with its Mietwagen or taxi annex, a commercial register extract or, for sole traders, the trade registration with tax number, and a photo of an ID. Bolt only accepts colour photos of the originals, not PDFs or scans.

Can a taxi company become a fleet partner?

Yes, at least with Bolt. According to Bolt's help page, the licence certificate is yellow for taxi companies and blue for Mietwagen companies, and the registration document must say Taxi or Mietwagen. Check Uber's conditions for taxis directly with Uber.

Do my drivers need a P-Schein?

Yes. Anyone carrying passengers in a licensed service needs the Fahrerlaubnis zur Fahrgastbeförderung (P-Schein) under § 48 FeV. Requirements include a minimum age of 21, a class B licence held for at least two years and, for Mietwagen, proof of professional knowledge (Fachkunde). It is valid for at most five years.

How do I manage Uber and Bolt in one place?

With Flottenpartner you connect your Uber Fleet and Bolt Fleet accounts and see payouts, driver pay, trips per car and driver, Rückkehrpflicht alerts and deadlines in one dashboard. Setup takes about 48 hours and pricing starts at $5.99 per driver per month.
